The three-day 6th Belt and Road Initiative Tax Administration Cooperation Forum successfully concluded in Kathmandu, Nepal, on 11 September. With “Shared Progress in Taxpayer Service for a Better Business Environment” as the theme of this BRITACOF, delegates have had in-depth discussions and exchanges on six key topics: Tax Administration Product Portfolio, Taxpayer Service Product Portfolio, Tax Governance based on law, Tax Administration Transparency, Tax and Fee Payment Services, and Digital Technology Application. Additionally, the Business and Industry Tax Dialogue provided a platform for tax authorities, international organizations and MNEs to engage in face-to-face discussion and communication.

Mr. Wang Daoshu, Executive Secretary of BRITACOM Secretariat, introduced the eight outcomes in detail, namely, the Tax Administration Product Portfolio (Version 1.0), Taxpayer Service Product Portfolio (Version 1.0), Upgrading of the BRITACOM Tax Policy Library, Optimization of BRITACEG Online Courses, Hungary Assuming Full Membership of the BRITACOM, Video of Theme Day Events, Annual Report of the BRITACOM (2025), and Joint Statement of the 6th BRITACOF.
- Tax Administration Product Portfolio (Version 1.0)
The BRITACOM Product Portfolio of Tax Administration is an integration of various products including tax collection, management, and supervision activities of BRI jurisdictions. It covers seven parts: taxpayer registration and identity verification, tax filing, tax collection, dispute resolution, internal control, international cooperation as well as risk management, inspection and investigation.
- Taxpayer Service Product Portfolio (Version 1.0)
The BRITACOM Product Portfolio of Taxpayer Service follows the logic of promoting tax compliance through taxpayer service. It covers five parts: taxpayer service philosophy and safeguards, basic taxpayer services, personalized taxpayer services, taxpayer service supervision and feedback collection, as well as future prospects. It incorporates experiences and measures in taxpayer service of BRI jurisdictions and provides reference for all parties.
- Improvement of the BRITACOM Tax Policy Library
The BRITACOM Tax Policy Library on the official website of BRITACOM has been further upgraded, with overviews of tax systems and current tax frameworks from 37 BRITACOM council members and several observers newly-added or updated.
- Optimization of BRITACEG Online Courses
32 BRITACEG courses have been updated, which include recent cases from more than 10 jurisdictions and cover topics such as digital invoicing, taxpayer services, and international tax rules. Moreover, English, Chinese and Arabic subtitles have been added to the online courses to broaden their accessibility and enhance capacity building.
- Hungary Assuming Full Membership of the BRITACOM
The BRITACOM Council Meeting approved the application of the National Tax and Customs Administration of Hungary, which was an observer of the BRITACOM council, to become a member of the council. This brings the total number of BRITACOM council members to 38.
- Theme Day Event Video
The Theme Day Event Video reviews the nine theme day events held by the BRITACOM Secretariat since 2022, showcasing the role of BRITACOM in providing a direct channel of communication between tax and business and in building a growth-friendly tax environment.
- Annual Report of the BRITACOM (2025)
The annual report focuses on the achievements and development of the BRITACOM in the past year, including the 5th BRITACOF, other important events as well as work progress in respect of the Secretariat, the BRITACEG, the Hong Kong Action Plan (2025-2027), the official website, the Belt and Road Initiative Tax Journal (BRITJ), and the Advisory Board. It will help relevant parties to learn more about the BRITACOM.
- Joint Statement of the 6th BRITACOF
The joint statement recognizes the complex and evolving international landscape, acknowledges achievements of the BRITACOM over the past six years, details the outcomes of this BRITACOF, and elaborates on the consensus reached in improving tax administration and taxpayer service product portfolios, advancing tax governance based on law, enhancing tax administration transparency, optimizing tax and fee payment services, and deepening the application of digital technologies.
During the closing ceremony, it was declared the Directorate General of Taxes of Indonesia will be the host of the 7th BRITACOF in 2026.
